Know your authority

Approval sits with a regulator that depends on location:

  • Islamabad, CDA limits: Capital Development Authority.

  • Karachi: Sindh Building Control Authority (SBCA) and the relevant development authorities.
  • Other cities: the relevant district or provincial development authority.

DHA and Bahria operate under their own frameworks and should be checked with their own administrations.

The documents that matter

  • Approved layout plan, sometimes called a Layout Plan or the local equivalent, showing the society's sanctioned map.
  • NOC, the No Objection Certificate, from the relevant authority.
  • Land ownership and title for the scheme's land, and whether any of it is mortgaged or under litigation.

The checks, in order

1. Pull the authority's public list. RDA, CDA, LDA and others periodically publish lists of approved, unapproved and illegal societies. Find your target society on the correct list.

2. Verify the NOC number directly with the authority, not from the developer's brochure. Brochures reproduce expired or partial NOCs freely.

3. Confirm the specific block. A society can be approved for some sectors and not others. Approval for Phase 1 does not approve the Phase 5 file you are being sold.

4. Check for litigation. Search for court cases tied to the scheme's land, especially for large or fast-growing projects.

5. Match the file to records. At the society office, confirm the exact file or plot is on their books in the seller's name, with no duplicate.

Red flags

  • Approval in process as a permanent state.
  • Prices far below comparable approved societies nearby.
  • Heavy marketing spend and celebrity or foreign-partner branding with thin on-ground development.
  • Dealers discouraging you from contacting the authority directly.

No verified NOC and approved layout for your specific block, no purchase. An approved, developed plot at a higher price is cheaper than an unapproved bargain that never gets clean title. Verify every claim at the source.
