How to verify a society NOC before you pay

An unapproved society can look identical to an approved one from the roadside billboard. The difference is a No Objection Certificate from the right authority, and you can check it in an afternoon.

01Why the NOC is the whole game

A housing society is legal to develop and sell only once the relevant authority issues a No Objection Certificate and approves its layout. Buy into an unapproved or partially approved scheme and you risk demolition notices, blocked utilities, stalled possession, and a plot you cannot resell. The billboard never tells you this. The NOC does.

02Know which authority to ask

The right regulator depends on the city:

  • Islamabad, the Capital Development Authority, CDA, and for the wider region the Rawalpindi Development Authority, RDA.
  • Lahore and much of Punjab, the Lahore Development Authority, LDA, or the relevant district development authority.
  • Karachi, the Sindh Building Control Authority and the Malir or Lyari development authorities, plus the relevant cooperative society registrar.
  • DHA schemes are governed by DHA itself under their own legal framework.

Ask the authority that actually has jurisdiction over that land, not whichever office is nearest.

03Verify the NOC directly with the authority

  • Get the society name, registration number, and the exact phase or block.
  • Check the authority website. CDA, LDA and RDA periodically publish lists of approved, unapproved and illegal societies. Find the society by name.
  • Visit or call the authority to confirm the NOC number is real, current, and covers the specific block you are buying in. Approval for Phase 1 does not mean Phase 5 is approved.
  • Ask whether the layout plan is sanctioned and whether the developer has any pending violations or hold orders.

04Match the plot to the approved layout

A society can hold a valid NOC and still sell you a plot that sits outside the approved layout, on land marked for a road, amenity, or green belt. Ask to see the sanctioned layout plan and confirm your plot number exists on it, in the block you think it does.

05Check land ownership underneath

The society must actually own or have clear rights to the land it is selling. Ask about the land acquisition status. Societies that pre-sell files on land they have not fully acquired are a known risk, especially in fast-growing peripheries around Islamabad, Lahore and Karachi.

06Red flags

  • The society appears on an authority list of illegal or unapproved schemes.
  • The NOC covers a different phase than the one you are buying.
  • The developer shows you a photocopy and refuses to give the NOC number for you to verify independently.
  • Prices are far below comparable approved societies nearby, the discount is the risk.

07The bottom line

Never pay a token on an NOC you have not verified with the issuing authority yourself. Approved societies command a real premium over unapproved ones precisely because the paperwork holds. That premium is cheap insurance.
